In 2019, recognising the growing pressures on the mental health of the UK’s emergency responder community, The Royal Foundation of The Prince and Princess of Wales commissioned important research to better understand the challenges being faced. This research, carried out by King’s College London and The Open University, highlighted the need for easier access to tailored mental health and wellbeing support across the Blue Light community.
In response, Blue Light Together was created — with funding from The Royal Foundation and in partnership with The Ambulance Staff Charity, The Fire Fighters Charity, Police Care UK, and Mind. Together, these organisations came together with one shared goal: to support the wellbeing of those who support us all.
In November 2021, The Prince of Wales officially launched the initiative at the inaugural Emergency Services Mental Health Symposium — a key moment to recognise the pressures faced by emergency responders and to champion the importance of their wellbeing.
Since its launch, Blue Light Together has been shaped by the collaboration of many organisations, experts, and members of the Blue Light community. It has provided a trusted space for sharing advice, guidance, and real-world experiences to support the mental and physical health of emergency responders.
The Blue Light Card Foundation continues to work closely with partners to ensure that information and resources remain accessible, helping the Blue Light community find the support they need when they need it.

They are regularly exposed to trauma and violence and coping with distressing experiences is an all-too-common aspect of their working lives. They are often separated from their families, working long, unpredictable and antisocial hours. This was all brought into sharp focus during the COVID-19 response. Given these strains, it is vital that all necessary steps are taken to safeguard their wellbeing and mental health. Our History
The Prince of Wales and The Royal Foundation convened The Emergency Responder Senior Leaders Board – the first of its kind, bringing together leaders from across all the UK’s emergency services on the issue of mental health. It promotes collaborative working to ensure that all emergency responders receive the mental health support they need.
The Board was established by His Royal Highness in response to a recommendation arising from a research project commissioned by The Royal Foundation in 2018, looking into the mental health and wellbeing of emergency responders in the UK. Conducted by King’s College London and the Open University, the work identified a need for greater sharing of ‘better practice’ across the emergency services sector to best support the mental health of its workforces.
The Senior Leaders Board is now chaired on rotation on an annual basis by senior leaders from each service. Its purpose is to:
• encourage cross-sector sharing of knowledge and best practice.
• work together towards embedding a better understanding of mental health for all UK emergency responders at an organisational level.

The Tactical Working Group
An initial working group was established to support the Board and met several times to shape the development of a strategy for the Senior Leaders Board. Board members nominated a suitable delivery lead to participate in this working group which was made up of operational level staff and volunteers and subject matter experts.
